If a DP had returned to his or her country of origin or emigrated, IRO employees destroyed the CM/1 application and documents they had produced for the DP in the context of the Care and Maintenance program. Since these DPs were officially no longer the responsibility of the IRO, their files were not needed anymore. It was only later that the compensation authorities realized the value of the documents, so some of the files were preserved. The stamp “CM/1 destroyed” indicates that the files were destroyed. Some IRO cards have a note showing that the CM/1 applications had been sent to the DP when he or she emigrated (“sent to resettlement country at time of refugees departure”).
