The procedure changed slightly from September 1946: The number then stood for the UNRRA team assigned to the DP camp, and the location was the city that housed the UNRRA headquarters to which the camp was assigned. If a DP was first screened in an Admission Control Center and then taken to a camp, the place referred to the location of the Control Center.
