This extract from the Reich Order on Residential Registration (Reichsmeldeordnung) of 1938 sets out the obligation to register: Everyone was required to report to the relevant residents’ registration office within one week of moving. From September 1939, the period was three days for German citizens. A shorter time limit of 24 hours applied to foreigners, and therefore also to civilian forced laborers.
