In November 1943, the SS Chief Economic and Administration Office (WVHA) approved the printing of 500,000 Prisoner Registration Cards using the KL 5 template. 500,000 cards had just been printed in April 1943, but all of these had already been dispatched. The Arolsen Archives have correspondence concerning the size of the print runs for forms from fall/winter 1943. A letter from Office Group D of the WVHA explains: “The increased need for forms is a result of the establishment of the new camps in the Ostland and the increased number of prisoners.”
