In 1948, IRO officials decided to revise the CM/1 application, in part because it had proven difficult over the years to determine the citizenship of many DPs. Instead of asking a generalized question about nationality, officials split the question on the new CM/1 forms into “country of citizenship”, “country of last habitual residence prior to displacement” and ethnic group. The new forms can be identified by the addition “CM/1 (revised).”
