The DPs mostly had the opportunity to learn manual trades in the DP camps. The IRO issued its own certificates for this, which DPs could use as proof of their training after they had emigrated. Angelo de Toffoli was a special case: he received a certificate without having trained in a camp. The responsible vocational testing officer was satisfied by documents that testified to Toffoli’s skills.
